How to File a Complaint with the Central Vigilance Commission (CVC) The Central Vigilance Commission (CVC) is India's apex vigilance institution responsible for promoting integrity and overseeing vigilance administration in Central Government organizations. Citizens can file complaints regarding allegations of corruption against officials of Central Government departments, PSUs, public sector banks, insurance companies, and other organizations under its jurisdiction. Scope of complaint redressal by CVC The Commission is empowered to inquire or cause inquiries to be conducted into offences alleged to have been committed under the Prevention of Corruption Act, 1988 by certain categories of public servants of the Central Government, corporations established by or under any Central Act, Government Companies, societies and local authorities owned or controlled by Central Government. Categories of such public servants are as below: Members of All-India Services serving in connection with the affairs of the Union and Group A officers of the Central Government Officers of the rank of Scale V and above in the Public Sector Banks Chief Executives and Executives on the Board and other officers of E-8 and above in Schedule 'A' and 'B' Public Sector Undertakings Chief Executives and Executives on the Board and other officers of E-7 and above in Schedule 'C' and 'D' Public Sector Undertakings Officers in Grade D and above in Reserve Bank of India, NABARD and SIDBI Managers and above in General Insurance Companies Senior Divisional Managers and above in Life Insurance Corporations Officers drawing salary of Rs.8700/- p.m. and above on Central Government D.A. pattern, as on the date of the notification (dt.12th September 2007) and as may be revised from time to time in Societies and other Local Authorities Note Please do not lodge complaints in respect of matters against officers of the Central Government and its organizations other than the categories/levels mentioned above. Matters pertaining to State Governments are not within the powers of the Central Vigilance Commission. Kindly lodge complaints relating to State Governments and its officials to the designated authorities concerned. Steps to File a Complaint Visit the official Central Vigilance Commission complaint portal. First-time users should register themselves using the ‘Register new user’ facility. Existing users may login using their User ID & Password and lodge complaint in the portal. Enter your personal details and contact information. Provide complete details of the alleged corruption. Upload supporting documents, if available. Review the information and submit the complaint. Save the acknowledgement or complaint number for future reference. How to make PIDPI complaint A PIDPI (Public Interest Disclosure and Protection of Informers) complaint allows you to report corruption or misuse of office by central government employees while keeping your identity confidential. Guidelines for Lodging PIDPI Complaints The PIDPI complaint should be in a closed/ secured envelope and should be addressed to Secretary, Central Vigilance Commission. The envelope should clearly be inscribed with “Complaint under the Public Interest Disclosure” or “PIDPI” The PIDPI complainant should give his/her name and address in the beginning or end of complaint or in an attached letter. The name and address should NOT be mentioned on the envelope Only complaints pertaining to employees of the Central Government or of any corporation established by or under any Central Act, Government companies, societies or local authorities owned or controlled by the Central Government fall under the jurisdiction of the Commission. Personnel employed by the State Governments and activities of the State Governments or its Corporations etc. will not come under the purview of the Commission Complaints should be sent via post only. Complaints received through emails, Complaint Management Portal or any other electronic medium will not be entertained In order to protect identity of the person, the Commission will not issue any acknowledgement and the whistle-blowers are advised not to enter into any further correspondence with the Commission in their own interest. The Commission assures that, subject to the facts of the case being verifiable, it will take the necessary action, as provided under the Government of India Resolution mentioned above. The complaints should have vigilance angle and should not be for grievance redressal PIDPI complaints should not include details that identify the complainant. If the inclusion of such details is unavoidable then a normal complaint may be lodged in the CVC portal Previous circulars and letters on PIDPI are available on the website of the Commission and may be referred to for further details. Steps to track your complaint The status of a complaint lodged in the portal can be viewed: Login into the portal The previous lodged complaints along with its status will be displayed in a tabular format. Through the ‘Know your complaint status’ in the portal, the status can be viewed using the Complaint Number of the previous complaint. Important Points Complaints should be based on genuine facts and supported by available evidence. The CVC generally deals with corruption-related complaints against Central Government organizations under its jurisdiction. Personal grievances or matters outside the Commission's jurisdiction may not be entertained. The complaint status can be tracked online using the acknowledgement number.
