Check these records before filing RTI First identify the pension involved. A retired government employee's pension may move through the former department, accounts or treasury office and the pension-disbursing agency. An old-age, widow or disability pension may be handled by a state or local welfare authority. The correct route therefore differs by scheme and state. Keep the Pension Payment Order (PPO), sanction number, beneficiary ID, bank account details, payment messages and any grievance acknowledgement ready. If the stoppage may relate to a life certificate, check its status first. The official Jeevan Pramaan service explains that a Digital Life Certificate is made available electronically to the pension-disbursing agency and that a pensioner can download it to check its status. If it was rejected, contact the pension-disbursing agency and correct the particulars before using RTI. Where to file the RTI File with the public authority that holds the missing part of the record: the former government department for sanction and pension-file movement; the accounts or treasury authority for authorisation and payment instructions; or the welfare department or local sanctioning authority for a social pension. A private bank is not ordinarily a public authority merely because it disburses a pension. Use the bank's complaint process for the banking side, and use RTI with the government authority for records held by that authority. Records to request Ask for information linked to your own pension record: Current recorded status of the pension or restoration request. Certified copy of the sanction order or PPO and any later amendment, if held. Month-wise payment or authorisation details for the missing period. Date-wise movement of the file and the section presently holding it. Copy of any life-certificate rejection, verification report, objection, return memo or deficiency recorded. Copies of communications sent to the treasury, bank or pensioner. The prescribed processing time and any recorded reason for exceeding it. Copy-ready RTI wording To, The Public Information Officer, [Name of department / treasury / welfare authority] Subject: Information regarding pension/PPO/beneficiary ID [number] Under Section 6(1) of the Right to Information Act, 2005, please provide: 1. The current recorded status of my pension for the period [dates]. 2. The date-wise movement of the pension/restoration file and the section where it is presently held. 3. Certified copies of any objection, verification report, return memo, deficiency or order recorded in the matter. 4. Month-wise authorisation/payment details for the missing period, as held by your office. 5. Copies of communications sent to any treasury, bank, department or to me regarding the stoppage or delay. 6. The prescribed processing time and the recorded reason for delay, if available on record. Name, address, date and signature What RTI can and cannot do RTI can produce the official status, movement, payment instructions and recorded reason for stoppage. It does not itself sanction a pension, decide eligibility or order a bank to credit money. Those remedies remain with the pension authority, grievance mechanism, bank complaint process or other forum applicable to the scheme. The PIO is ordinarily required to decide an RTI request within 30 days under Section 7(1). If there is no reply or the material questions are not answered, file a first appeal under Section 19(1).
