Check the land-record system first Land records are maintained under state laws and the portal, document names and authority differ by state. Check the official state land-record portal for the current record of rights, mutation status or application status. Keep the survey or plot number, village, application number, registered-document number and acknowledgement. If a sale, inheritance or partition has not appeared in the revenue record, first use the state's prescribed mutation or correction procedure. RTI is most useful after an application exists but the office does not provide a clear written status. Identify the record-holding authority Mutation and record-of-rights files are generally held by the state's revenue administration, but office names vary. Check the acknowledgement, portal or departmental website for the Tahsildar, revenue officer or other designated authority. The Sub-Registrar normally holds registration records. Do not send a mutation-status RTI to the registration office unless the missing record concerns registration, transmission or a document held there. Records to request Ask only about the identified land and your application: Current recorded status of the mutation or correction application. Date-wise movement of the file and the section presently holding it. Certified copy of any notice, field report, objection, deficiency or recommendation. Recorded reason for pendency, rejection or return, if any. Certified copy of the mutation order or register entry if already decided. The procedure and prescribed time recorded for this category of application. Details of any action or document required from the applicant, as recorded in the file. Copy-ready RTI wording To, The Public Information Officer, [Name of revenue authority] Subject: Information regarding mutation/land-record correction application [number] Please provide under Section 6(1) of the RTI Act, 2005: 1. The current recorded status of application [number] concerning Survey/Plot No. [number], [village]. 2. The date-wise movement of the file and the section where it is presently held. 3. Certified copies of notices, field reports, objections, deficiencies, recommendations and orders recorded in the matter. 4. The recorded reason for pendency, return or rejection, if any. 5. A certified copy of the mutation order/register entry if the application has been decided. 6. The prescribed procedure and time for this category of application, as available on record. Name, address, date and signature What RTI cannot decide Mutation is an entry in the revenue record. RTI can disclose how the application was processed and provide copies of existing records. It cannot decide ownership, resolve a title dispute, cancel a registered document or direct mutation. Those issues must follow the procedure and remedies under the applicable state law. Avoid accusations and avoid seeking unrelated personal records of neighbouring owners.
