Use the university process first Apply through the university or board's prescribed certificate, transcript or correction process and keep the receipt. Check the application tracker, examination branch and student-grievance system before filing RTI. For degrees, the UGC has reminded higher-education institutions that Regulation 4.4 of the UGC (Grant of Degrees and Other Awards by Universities) Regulations, 2008 provides for degree award dates within 180 days of the date by which students are expected to qualify and become eligible. This statement concerns degree awards; timelines for marksheets, transcripts and other documents may differ. Check whether RTI applies Central and state public universities are public authorities. A private institution is not automatically covered merely because it is a university or college. Where the institution is outside RTI, use its grievance mechanism and the applicable regulator. RTI may still be used with a public regulator or affiliating public university for records that body actually holds. Records to request For your own academic record, request: Current recorded status of the certificate or transcript application. Date-wise movement and the section presently holding it. Certified copy of any objection, mismatch, deficiency or approval note. The prescribed processing time or applicable rule. Date of preparation, approval or dispatch, if completed. Dispatch number and mode, if sent. Any action or document required from the student, as recorded. Copy-ready RTI wording To, The Public Information Officer, [Public university / board] Subject: Information regarding [degree/marksheet/transcript/certificate] application [number] Under Section 6(1) of the RTI Act, 2005, please provide: 1. The current recorded status of my application dated [date]. 2. The date-wise movement of the application and the section where it is presently held. 3. Certified copies of any objection, mismatch, deficiency, approval note or order recorded. 4. The rule or prescribed processing time applicable to this document. 5. The preparation, approval and dispatch details, if the document has been completed. 6. Details of any action or document required from me, as recorded in the file. Name, roll/enrolment number, address, date and signature What RTI can and cannot do RTI can reveal whether the record is pending, defective, approved, printed or dispatched. It does not replace the university's prescribed application, correction or payment process and does not itself issue the certificate. Do not place roll numbers, marksheets or identity documents on a public webpage. Provide only the identifiers required in the private RTI application.
